People fleeing generalised violence
Main problem: Persons fleeing generalized violence and also more targeted forms of violence cannot rely on receiving protection in Norway.
Main Reason: While the Aliens Act can be interpreted to encompass protection of people fleeing generalised violence, it is not spelled out in the legal text and hence does not guarantee such.
While a more reasonable interpretation of the existing law has developed within the last year, the law leaves much up to individual asylum-claim handlers.
Consequence: Despite international recommendations, asylum-seekers from Central Iraq may still be rejected, and Somalis in need of international protection are in certain cases held on temporary one-year residence permits.
These Somalis and Iraqis are neither granted asylum nor returned due to the situation in their home countries. From tough pasts, these people are now left without important rights and any perspective for the future.
